- Justification and Approval (J&A) for REGAL-AG cost extension Date: May 17, 2017 TO: Posting and Contract file/FBO.gov Subject: Justification and Approval (J&A) for other than Full and Open Competition This notice publishes an approved J&A document for a contract modification action in accordance with FAR Subpart 5.201 (b)(1)(ii), as supplemented with additional information included in this notice and attachment. USAID/Kenya and East Africa has procured additional services under the activity titled “Resilience and Economic Growth in the Arid Lands-Accelerated Growth” (REGAL-AG) implemented by ACDI/VOCA, 50 F Street NW, Suite 1000, Washington DC 20001, USA; as authorized under AIDAR 706.302-70 (b) (5), Impairment of Foreign Aid Programs. The period of performance for the above cited services has been extended. The government solicited and negotiated with only one source – ACDI/VOCA under the authority of AIDAR 706.302-70(b)(5). As highlighted in the J&A, the modification will: (1) increase the contract Total Estimated Cost (TEC) by not more than $4,995,000; (2) expand the activities under the contract, and (3) extend the period of performance (POP) by not more than 24 months. The modification will allow the Contractor build on the successes of the current program. The expanded scope, increased TEC and extended POP will enable the program to: a. Deepen the business development support services and value-chain enhancement activities for the existing REGAL-AG business entrepreneurs and livestock markets in the crucial counties of Isiolo and Marsabit, thereby ensuring its sustainable impact. b. Construct up to 10 additional livestock markets in three additional Feed the Future (FTF) Northern Kenya counties of Garissa, Turkana and Wajir.
