NPSAS:20 FAQS NPSAS:20 DRAFT PWS v21 NPSAS:20 VENDOR WEBINAR CONFERENCE ANNOUNCEMENT Pre-Solicitation Conference (via WEBINAR) "2019-20 National Postsecondary Student Aid Study (NPSAS:20) & Postsecondary Surveys" The U.S. Department of Education (the Department) is conducting market research to provide details to support a requirement titled the "2019-20 National Postsecondary Student Aid Study (NPSAS:20) and Postsecondary Surveys." The contemplated contract will support the National Center for Education Statistics (NCES) in the Institute of Education Sciences. The requirement includes the following activities: (1) Develop and implement a plan to field a study in the 2019-20 academic year of how postsecondary education students finance postsecondary education that is nationally-representative for both graduate and undergraduate students; (2) Conduct student interviews and collect administrative records for the 2019-20 cohort of the Beginning Postsecondary Students Longitudinal Study (BPS) with follow-up interviews three and six years after starting postsecondary education; (3) Develop and implement a plan to field a study in the 2021-22 academic year of how postsecondary education students finance postsecondary education that is nationally-representative for both graduate and undergraduate students, and state-representative in select sectors (for undergraduate students only); (4) Maintain and enhance the data portal that automates data extractions from postsecondary institutions and reduces burden; (5) Respond to and track internal and external user requests pertaining to NCES studies; (6) Convert old data sets to a new file format; and (7) Provide data and information as necessary to administer the contract, meet the NCES study requirements, and/or the Department's accountability requirements. The proposed procurement is tentatively slated for a full and open competition and the Department intends to award a single contract. The Department has not finalized the procurement method or type of contract. The Department seeks information to determine the optimal procurement method and industry feedback is encouraged. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates the Department to award a contract. This notice's sole intent is to obtain information for a proposed procurement. Pre-solicitation Conference (via Webinar) - See Attachments The Department is hosting a Pre-solicitation Conference (via Webinar) that is open to all responsible offerors. The purpose of this conference is to: (1) identify potential offerors; (2) provide information to better understand the Department's requirements; and (3) maximize competition. During this conference, the Department will discuss the PWS and our planned acquisition strategy.
