Description
COMBINED SYNOPSIS/SOLICITATION COMMERCIAL GRADE WASHER AND DRYER ALBANY VA MEDICAL CENTER (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through fedbizopps.gov on RFQ reference number VA242-17-Q-0642. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This procurement is being issued as 100% set-aside for VETERAN OWNED SMALL BUSINESSES (VOSB). It is the Government s intent to issue a firm fixed price, single award as a result of this solicitation. The North American Industry Classification System (NAICS) code is 335224, Household Laundry Equipment Manufacturing, with a small business size standard of 1,250 employees. This solicitation is 100% set-aside for SDVOSBs. (v) The Contractor shall provide all parts and labor necessary to deliver and install a side-by-side commercial washer and dryer set that meets the specifications as identified below. The requested products shall be delivered in new and unused/unopened condition. Gray-Market Items not accepted. (vi) Description of requirement: The Albany VA Medical Center has a requirement for (1) INDUSTRIAL grade washer extractor and (1) INDUSTRIAL grade laundry dryer. The washer and dryer will be utilized by frequently as they will serve approximately 12 Veterans for their laundry needs on a continuous basis. Below is the list of characteristics included in this requirement: REQUESTED ITEMS 0001 (1) ea. Washer Extractor - INDUSTRIAL Grade - Power: Electric - Energy Efficient - Appropriate for frequent use - Large load capacity; appropriate for 1 adult s average weekly laundry needs. - Top load preferred - If proposing front loading machine, door hinge must be on the right side of the machine. 0002 (1) ea. Dryer - Industrial Grade - Power: Electric - Front loaded - Energy Efficient - Large load capacity; appropriate for 1 adult s average weekly laundry needs. - Appropriate for frequent use 0003 Inside delivery, Installation and set-up of appliances SPACE/SIZE RESTRICTIONS FOR ALL ITEMS Must be able to be transported through a 35 wide doorway with door/hinges removed, or 32 doorway without removal of the doors. The maximum width of the two appliances, side-by-side CANNOT exceed 70, based on the space they will be located in. The depth of each machine (from the wall) cannot exceed 48. This includes space needed behind the machine to attach the dryer vend and appliance plugs. The maximum height of each machine cannot exceed 70. Delivery and installation to: Albany VA Medical Center: 113 Irving Ave. Syracuse, NY 12208; FOB DESTINATION (vii) EVALUATION: Quotes will be evaluated based upon best value to the Government. Technical acceptability is based upon the ability to meet the above specifications, warranty terms, and delivery lead time. All proposed washers must meet the requirements and specification listed within the item descriptions and space/size restrictions. Top-load washers will be evaluated at a higher technical preference than front load washers. Technical acceptability and price will be evaluated with equal weight. Quotes and supporting documentation must be e-mailed to Delene Kendrick at delene.kendrick@va.gov. (xiv) Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The following provisions are incorporated into 52.212-1 as an addendum to this solicitation: All vendors must be registered in System of Award Management (SAM.gov) AND registered as a Veteran Owned Small Business or Service Disabled Veteran Owned Small Business in the VetVIP.gov system in order to be considered eligible for award.
