Description
The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to procure, on a full and open competition basis a Firm Fixed Price (FFP) contract for a F/A-18 E/F/G alignment fixture. The following is for the procurement of an F/A-18 E/F/G alignment repair fixture. The new fixture will locate and securely hold the Fuselage of an F/A-18 E/F/G aircraft while it is separated into subassemblies to facilitate repair procedures. The airframe will then be reassembled in the Fixture maintaining compliance with blueprint specifications. The contractor shall disassemble, remove, and de-militarize the existing fixture prior to the start of installation. The F/A-18 E/F/G shall be built in accordance with the statement of work and technical data package which will be available through Federal Business Opportunities once the Request for Proposal is released on or about May 28, 2017 and contract award will be on or about late August 2017. The Contractor shall provide for: (1) a team of qualified personnel capable of building and delivering the F/A-18 E/F/G alignment fixture in accordance with the statement of work and Government specifications; (2) provide customer support in accordance with the statement of work; (3) delivery of any data requirements defined in the statement of work; (4) shall not be a foreign company. Drawings and specifications referenced in this synopsis and the forthcoming solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/contractor's appointed data custodians that are registered with the Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted drawings and technical information will be available via the Federal Business Opportunities Website at http://www.fbo.gov, as an attachment to the solicitation. All responsible sources may submit a proposal, which will be considered by the agency. Vendors must be registered in the System for Award Management (SAM) database, at the following website: https://www.sam.gov/portal/public/SAM/, to be considered a responsible source. The applicable NAICS code for this requirement is 333514. Offerors will be evaluated on the basis of lowest price technically acceptable. It is anticipated that the solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 28 May 2017 and will run a minimum of 31 days. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from the website and to frequently monitor the site for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any associated amendments prior to the date and time set for receipt of proposals, may render an offer non-responsive and result in rejection of the same.
