Description
This is a notice of intent to award a noncompetitive purchase order to OI Analytical, College Town, Texas for a Model 1030D Aurora Total Carbon Analyzer Dual Mode Configuration. The government intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items, to OI Analytical. This instrument is an upgrade of an existing Model 1030 Total Organic Carbon (TOC) Analyzer and will be used with many peripherals and methods from the old instrument. The 1030D's maximum injection volume in HTC mode is 10-fold greater than most other HTC systems, a critical application, without which the instrument would be unusable for isotopic measurements. In addition, the persulfate mode of the TOC is specifically designed to interface with an existing cavity ringdown spectrometer, a necessary capability for isotopic determinations. This notice, and any resulting solicitation and/or award, conform to the requirements in place through FAC 2005-94, effective 19 Jan 2017. This requirement includes installation of new equipment, as well as a trade-in on the existing equipment. The trade-in equipment will be boxed and ready for pick up by contractor.
