- Pre-Solicitation Questions and Answers Solicitation W81K04-17-R-0001 Amendment 01 Solicitation W81K04-17-R-0001 for Remote Medical Coding Services This a Request for Proposal (RFP)/Solicitation to provide non-personal, Enterprise Remote Medical Coding Services.The Health Readiness Contracting Office (HRCO) intends to procure non-personal, enterprise-wide (off-site) remote medical coding services and related medical records functions in support of the U.S. Army Medical Command (MEDCOM) Patient Administration and Biostatistics Activity (PABSA) at 18 Medical Treatment Facilities (MTFs) located in three (3) Regional Health Commands (RHCs): Central, Pacific, and Europe. The Government will issue one solicitation but intends to award three separate contracts; one contract for each region. The offerors may bid on more than one region; therefore, an offeror may receive more than one contract. This is a new requirement to provide remote medical coding services for MEDCOM PABSA and will be solicited as competitive, 100% Woman-Owned Small Business (WOSB) set-aside. The Government will issue one solicitation but intends to award three separate Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contracts (SATOCs), one for each region. Each SATOC will have a five-year ordering period. Individual task orders will clearly describe MTF-specific remote medical coding services to be performed. This solicitation will be awarded under FAR Subpart 15.101-2, Lowest Price, Technically Acceptable (LPTA) source selection procedures. The solicitation and subsequent contracts will include contract line items (CLINS) with 5-year ordering periods. The anticipated IDIQ contracts will obligate the government to the minimum guarantee of $1,500.00 for post-award conference. All elements of the RFP shall be submitted by the Offeror with a proposal no later than the date/time shown in block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items. An amendment to the solicitation is included with this announcement to correct the issue date of the solicitation. In addition, a set of Questions and Answers will also be attached to this announcement. This solicitation will be available in electronic format only.
