HHS-NIH-NIDA-SSSA-PSOL-2017-370 TITLE: Postmortem Human Brain Collection INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Negotiated Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Mental Health (NIMH) intends to negotiate and award multiple contracts to provide the Human Brain Collection Core (HBCC) with services procuring human postmortem brain tissue. This requirement was previously publicized under sources sought notice number HHS-NIH-NIDA (MH)-SS-00011. EXTENT OF COMPETITION This acquisition is full and open with no set-aside restrictions. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 -- All Other Professional, Scientific, and Technical Services with associated business size standard $15,000,000. REGULATORY AUTHORITY The resultant contracts will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-94,2005-95 / 01-19-2017. This acquisition is conducted under the procedures as prescribed in the Federal Acquisition Regulation (FAR) Part 15-Contracting by Negotiation Procedures. It will be necessary to negotiate prices, terms and conditions to make a best value selection. DESCRIPTION OF REQUIREMENT Project Description The Human Brain Collection Core (HBCC) within the National Institute of Mental Health (NIMH) explores the causes, consequences and potential treatments of numerous neurological and psychiatric disorders. HBCC research is supplemented by studying postmortem brain tissue from both psychiatrically healthy and afflicted individuals in order to establish the neuropathological changes underlying these complex neuropsychological disorders. This research will lead to improved diagnosis, treatment and/or prevention of these illnesses and their consequences. Purpose and Objectives The HBCC is seeking contract services to acquire human donor specimens/tissues at autopsy (including various other specimens such as dura, hair, blood, pituitary). The donated postmortem human brain specimens will be used for research by the HBCC into the neurobiology of complex mental disorders, and also distributed to approved/qualified outside investigators for research. The Contractor will review case documents for potential donation and determine which cases may be eligible for HBCC research (in accordance with specific inclusion/exclusion criteria in the Statement of Work) and seek approval from NIMH for extraction and shipment. Eligible cases include those with a reasonable suspicion of a history of mental or neurological illness (particularly schizophrenia), or as non-psychiatric controls across the lifespan. Shipments must be received no later than 12 hours from extraction. In no case will specimens be accepted by NIMH beyond 36 hours after death. While close proximity to the NIMH is not required, an organization's location with respect to providing tissues as quickly as possible after death and its location with respect to incurring reasonable shipping costs will be considered in making awards under this RFP. Period of Performance These services are currently being provided under the following one-year purchase orders with two (2) Medical Examiner's Offices (MEOs) in the Virginia State Department of Health: 1) HHSN271201600669P (POP 9/30/16 - 9/29/17) (Central Virginia District) 2) HHSN271201600668P (POP 9/30/16 - 9/29/17) (Northern Virginia District) This proposed action will be one (1) or more multiple year fixed price contracts, with a one-year base period of ~09/30/2017- 09/29/2018, and four (4) one-year option periods (total 5 years) to continue the services as needed. It is anticipated that the need for these services will continue beyond the one year base period, therefore the inclusion of options to extend the contract(s) will allow the Government the flexibility to continue or discontinue these services as necessary. CLOSING STATEMENT HHS-NIH-NIDA(SSSA)-RFQ-2017-384 detailing the specifics of the project as well as all information pertinent to the development of an offeror's proposal, will be available electronically on or about June 15, 2017 and may be accessed through the Federal Business Opportunities website at: http://www.fedbizopps.gov. No paper copies will be available. Proposals will be due on or about July 15, 2017. It is anticipated that multiple fixed price contract awards will be made with a one-year base period and 4 yearly options, beginning on or about September 30, 2017. All responsible sources may submit a proposal which will be considered by the Government. The solicitation will be issued on or about June 15, 2017 and bids or proposals will be tentatively due about 30 days after the solicitation release date. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments
