- Sole Source Justification The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA is seeking to purchase services to convene a non-motorized road users/vulnerable road users workshop to continue to build on the achievements of a Consolidated Resolution on the safety needs of developing nations with the United Nations Economic Commission for Europe Working Party 1. Workshop goals are to build capacity among the participating agencies and individuals to address the leading causes of non-motorized and vulnerable road user deaths in South and Southeast Asian countries. The workshop will take place in New Delhi, India, in November 2017. The workshop will last for three days and will include invited attendees who are senior-level experts on road traffic safety in the region. The workshop will include in-depth discussions of both prepared data presentations as well as real-time data queries based on the unique crash and nonmotorized road user fatality and injury database compiled by The Institute of Road Traffic Education (IRTE) for developing countries including India, Bangladesh, Nepal, Bhutan, Sri Lanka, Thailand, Malaysia, Vietnam, Laos, Cambodia, and the Philippines, which is required for the Workshop. The final deliverable of the workshop will include a workshop report. The period of performance extends from the date of award through December 31, 2017. The Government intends to award a p urchase order on a sole source basis under FAR Subpart 13.106-1(b) to IRTE. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within seven (7) calendar days from the date of publication of this synopsis. Responses received after seven (7) calendar days or without the required documentation will be considered non- responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
