- *********************************** New information provided by the VIA/AIU OEM has resulted in the Government providing the following update to all Offerors to address questions concerning the VIA/AIU production schedule and capability. •1. Government Question 1: Is it correct that the VIA/AIU OEM requires 16-weeks of Nonrecurring Engineering (NRE) to reach the production capacity identified in the RFP? (See Section J, Attachment J009) OEM Answer: To ensure the VIA/AIU OEM will have the appropriate capacity, the VIA/AIU OEM confirmed that 16-weeks is a more success oriented plan. •2. Government Question 2: The CMC/WxR Production solicitation shows the first CMC/WxR aircraft kit DD250 (from the selected prime contractor) occurring in Aug 2018. Can the NRE be completed strictly within the production schedule or does it need to be started prior to CMC/WxR Production Contract award? OEM Answer: The VIA/AIU OEM believes that the NRE activity should start Q3 2017. •3. Government Note to Offerors: The Government currently has procured under a separate government contract, a total of 70 AIU units and 64 VIA units (AMP configured spares) that will be made available as Government Furnished Property (GFP) (Section J, Attachment J004). These spare VIA/AIUs will be ready for upgrade to the CMC/WxR configuration not later than CYQ2 2018 to start the production modification of VIA/AIU units in advance of aircraft inductions. •4. Government Note to Offerors: Proposal due date and time are unchanged. The Government recognizes the VIA/AIU OEM has requested the NRE effort begin in advance of the CMC/WxR Production Contract, however, the CMC/WxR production schedule as issued in the solicitation 24 March 2017 remains valid.
