Description
This is not a request for quote and a solicitation will not be issued; however, all responses received prior to the closing date of this notice will be considered by the Government. The U.S. Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy (DOE). EIA intends to award a sole source contract to IHS Global, Inc. for IHS EViews Modeling and Analysis software-related support services (25 seats). EIA extensively uses information from IHS Eviews databases to prepare its primary publications- the Annual Energy Outlook (AEO), International Energy Outlook (IEO), and the Short-Term Energy Outlook (STEO). The modeling and analysis support described in this work activity shall support the model development efforts across OEA. Key models to be supported include the NEMS, the World Energy Projection System Plus (WEPS+) and other models as required to produce the analytic products of the office, such as the AEO, International Energy Outlook (IEO), and Short Term Energy Outlook (STEO). Each of these models may be composed of modules and sub-modules, which may have specific development needs. Documentation of the models used by OEA can be found at: http://www.eia.gov/reports/#S222. In accordance with FAR 6.302-1, limiting the source to only one source that is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. Responses must be in writing, by e-mail to the Contract Specialist at Paul.Parsons@eia.gov, antonio.sixon@eia.gov, Contracting Officer. The e-mail shall contain the following subject line: Response to Notice of Intent - IHS IHS EViews Modeling and Analysis. Please submit all information no later than June 02, 2017, 2:00 pm Eastern Time.
