- Further detailed information regarding Request for Information The Internal Revenue Service (IRS) Office of the Chief Procurement Officer (OCPO) appreciates the importance of a productive relationship with the industry partners that ultimately help it accomplish its mission. The foundation of this relationship is transparency and opportunities for open communication. The IRS also acknowledges that the more time and information it makes available to industry when performing market research, the more it expands the competitive landscape. This posting continues an engagement strategy with industry partners related to the IRS's potential requirement for Enterprise Case Management (ECM). The IRS posted an informational notice on April 19th, 2017 indicating that a Request for Information (RFI) would be issued in approximately two to four weeks; this posting represents that RFI. The April 19th posting also highlights a cycle of informational postings and RFIs that will occur over a series of weeks and months. This RFI is the first cycle, and responses to it will be summarized and posted to www.FBO.gov no later than July 6th, 2017, after the receipt of responses. This RFI has three overarching purposes: 1) to provide background information regarding the IRS's mission and the tax processes supported by its various case management solutions; 2) to provide information regarding the current state of case management within the IRS, including current business processes, IT requirements/solutions, challenges, and priorities; and, 3) to request input from industry on a series of questions designed to highlight to what degree the IRS's current approach matches up with existing Commercial-Off-the-Shelf (COTS) capabilities. The IRS requests that responses to this RFI be provided no later than 9:00 am on June 5th, via an e-mail (with the subject line "ECM RFI Response") to IT.ECM.EPMO@irs.gov. Although there are no specific restrictions for formatting, please keep responses to 10 pages or less, adhere to general formatting principles, and ensure legibility of the response. Additionally, there is no guarantee that the IRS will have funding or issue a solicitation for this potential requirement, nor will it reimburse costs associated with responding to this RFI. The IRS acknowledges that this RFI provides a significant amount of background information, and that industry partners can expend substantive resources reviewing and responding to RFIs. The IRS hopes that the amount and specificity of the information provided underscores its sincere interest in identifying existing COTS case management capabilities and opening the competitive aperture for any potential requirement. The IRS intends to utilize "out-of-the-box" functionality (with as little customization as possible) provided by a COTS platform to meet business needs.
