Description
The U.S. Department of Transportation, Office of the Assistant Secretary for Research and Technology, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for twenty-two (22) guest-rooms from Sunday July 9, 2017 through Saturday August 12, 2017 for 22 foreign visitors to attend a workshop at the Volpe Center for 5 weeks. These visitors have unique cultural needs that demand specific accommodation requirements as described below. The solicitation will be competed as Full and Open Competition and conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and 13.5, Simplified Procedures for Certain Commercial Items. The Government's intention is that a single firm-fixed price award will be made from this solicitation. In order to meet the Government's needs the contractor must be able to provide the following minimum services and amenities: 1. The hotel shall be no more than no more than.75 miles from 55 Broadway, Cambridge, MA. OR The contractor shall provide guaranteed group shuttle service to/from Volpe Center (Monday - Friday) based on the following times:  Depart the hotel at a time to arrive at the Volpe Center by 8:15am daily.  Pick up at the Volpe Center at 11:30am for a return to the hotel (for lunch).  Depart the hotel at a time to arrive back at the Volpe Center by 12:50pm  Pick-up at the Volpe Center at 4:45pm for the return to the hotel. 2. In-room kitchen including a refrigerator, microwave oven, cook top stove/conventional oven, dishwasher, microwave oven, pots & pans, utensils, serving dishes, and silverware, sink and washing area, cooking and eating utensils to enable guests to cook and eat their own food. 3. Easy walking access to public transportation and halal markets. 4. Single accommodation with double-size or larger bed. 5. Private bathroom with shower and tub. 6. Television, free internet, in-room phone, alarm clock, closet, hot iron, hair dryer. 7. Writing desk with chair. 8. Daily room cleaning and fresh linens and towels,toiletries. 9. Concierge services including access to personal laundry services or laundry machines on-site. The applicable North American Industry Classification System (NAICS) code for this requirement is 721110 and the small business size standard is $32.5M. This procurement will be conducted in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial Items. A single firm-fixed priced contract is anticipated. THIS IS A PRE-SOLICITATION NOTICE OF THE GOVERNMENT'S INTENTION TO POST A SOLICITATION. THIS IS NOT A REQUEST FOR QUOTATION. NOTE: All contractors must be registered in SAM in order to receive an award from a DOT Agency. Contractors may access the site at https://www.sam.gov/portal/public/SAM/ to review and obtain information about the registration process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at the earliest within SAM and must be completed in order to receive an award from a DOT Agency. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs); The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
