- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for 5,400 lbs of urethane. The products provided by Chemtura Corporation will be to provide the urethane. The NAICS code is 324191 and the business size is 750 number of employees. The proposed purchase order is being solicited on a sole-source basis to Chemtura Corporation. The proposed action is for 5,400 lbs of urethane, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: This specific formulation of urethane has been tested to performance and material integrity specifications and is qualified for naval RDT&E applications. Chemtura Corporation is the only source for material that has been tested and approved and can meet the immediate need. Chemtura Corporation is the only source for this specific formulation of urethane. The NSWCCD intends to award a firm fixed-price purchase order to Chemtura Corporation using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 2 June 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06/02/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
