- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for 10 Teledyne-Reson TC4032-5 hydrophones. The products provided by Teledyne Reson, Inc will be to provide the hydrophones. The NAICS code is 334511 and the business size is 1250 number of employees. The proposed purchase order is being solicited on a sole-source basis to Teledyne-Reson, Inc. The proposed action is for 10 TC4032-5 hydrophones, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: These TC4032-5 hydrophones are the only ones used in all ISMS submarine models at the ARD and are installed in the models to collect acoustic data. The data collection system used for collecting acoustic data on the ISMS range is only compatible with this type of hydrophone. Additionally, Teledyne-Reson, Inc holds the proprietary design and rights to this component. The NSWCCD intends to award a firm fixed-price purchase order to Teledyne-Reson, Inc using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 2 June 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06/02/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
