SOURCES SOUGHT TECHNICAL DESCRIPTION FOR M1112, 40MM AIR-BURST NON-LETHAL MUNITION W15QKN-17-X-09WB INTRODUCTION The United States Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Product Manager Close Combat Systems (PM CCS) and the U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC) is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the M1112, 40mm Air-burst Non-Lethal Munition (ANLM). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The M1112 is a Radio Frequency (RF) proximity Non-Lethal munition that provides two (2) modes of operation (proximity and delay) to delay, deter, distract, and incapacitate individuals at ranges of thirty five to three hundred meters fired from the M320 Grenade Launcher Module (GLM). The M1112 round is comprised of an RF proximity electrical circuit, Liquid reserve battery, M550 Safe and Arm device, metal, plastic, and energetic components. The M1112 is a low-velocity non-lethal flash/bang cartridge with a proximity fuze to initiate a payload approximately five (5) meters from the target or utilize the delay mode in urban operations. The manufacturing process includes but is not limited to machining metal, molding plastic, pyrotechnics loading, energetic component assembly, case priming, propellant loading, and Load Assemble, and Pack (LAP) of the completed rounds. The M1112 is packed 22 each in an M2A2 metal container and 2 cans per wirebound box. First Article Acceptance Test requirements at the component and end-item level to include functional and ballistic testing will be required. Test facilities, or access to such will be required to verify functional performance of the cartridge at the capability ranges described above (35m-300m). The U.S. Government may restrict certain components, or work to the National Technology Industrial Base (NTIB). These include: Load, Assemble, and Pack, Fuze, and Proximity Sensor. REQUIRED CAPABILITIES The Government requires the manufacture, inspection, testing, and delivery of the M1112 ANLM cartridges in accordance with the Government owned technical data package (TDP) and detail specification MIL-DTL-32511. The M1112 is a 40mm munition system with a (RF) proximity design that provides two (2) modes of operation (proximity and delay) and intended to delay, deter, distract, and incapacitate individuals at ranges of thirty five to two hundred meter and fired from the M320 Grenade Launcher Module (GLM). TDP will not be made available at this time, however it will be made available in the future in accordance with the appropriate distribution level within TDP. The intent of this Sources Sought is to identify and assess sources capable of manufacturing, packaging, inspecting, testing, and delivery of the M1112 cartridge in support of this procurement effort. The Government anticipates that the estimated production requirements for this procurement effort to be a minimum of 1,200 cartridges per month. Respondents should address the following: 1. Capability, facility and relative experience in manufacturing and testing 40mm rounds. 2. Experience with production of low-cost electromechanical RF proximity fuzes including experience with high-reliability soldering, surface-mount printed wiring board assembly, and automated electronic inspection test equipment. 3. Monthly production capacity and/or potential capacity. 4. Ability to acquire facilities with sufficient safety clearance to handle, store, and, assemble components and explosively loaded fuzes. 5. Ability and/or experience in planning, managing, and execution of production and delivery schedules of 40mm munitions or similar item. 6. Ability to attain security permits to allow for the handling, storage, and shipment of explosive material, components, or any regulated items. 7. Ability to supply, produce or obtain M550 escapement. 8. Identification of any key suppliers that would be utilized in the manufacturing and/or testing of the M1112 ANLM. To include load, assemble, and pack (LAP), fuze, and proximity sensors in the NTIB 9. Identification of a security classification level of Secret. (see special requirements) Qualification. The M1112 ANLM must demonstrate compliance with MIL-STD-32511. This includes, but is not limited to compliance with MIL-STD-1916. Please provide evidence that your organization has the capability to qualify the item in compliance with the applicable standards. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret. Respondents should address their ability to acquire, handle and store classified information and data up to the Secret level. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) clauses 225.7002 and 252.225-7014 Alt. 1. ELIGIBILITY The applicable 2012 North American Industrial Classification System (NAICS) code for this requirement is 332993 - Ammunition (except Small Arms) Manufacturing with a Small Business Size Standard of 1,500 employees. The Product Service Code (PSC) is 1310 - Ammunition, over 30mm up to 75mm. The National Stock Number (NSN) for the M1112 ANLM is 1310-01-590-7527. Please indicate you organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status in your response. SUBMISSION DETAILS Interested businesses should submit a capabilities statement demonstrating the ability to provide the products/systems listed in this Sources Sought Notice. Submissions should be in contractor format, no less than 10 point font. No phone responses will be accepted. Your response to this Sources Sought, including any capabilities statement shall be electronically submitted to the Contract Specialist, Rebecca Markell, in either Microsoft Word or Portable Document Format (PDF) via email to rebecca.l.markell.civ@mail.mil. Submissions should be provided on or by 12:00 p.m. Eastern Time on Monday, 12 June 2017 and reference this synopsis number in the email subject line and on all enclosed documents. Email submittals are restricted to a maximum file size of eight (8) Megabytes (MB). In the event that the email submission is larger than 8MB, separate into several emails or contact the contract specialist for additional instructions. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POC's) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization and 2) Tailored capability statements addressing the requirements of this notice with appropriate documentation, supporting claims of organizational staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
