Description
The Coast Guard, Command, Control, Communications, Computers and Information Technology Service Center (C4ITSC) at C3CEN, 4000 Coast Guard Blvd, Portsmouth VA 23703, intends to award a sole source contract to Airbus Defense and Space, Inc. (Airbus), 2550 Wasser Terrace, Suite 9000 Herndon, VA, 20171 for 4.5 years. A justification and approval will be issued under the authority FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This contract will provide sustainment and maintenance support for the AN/SPS-75 Radar systems. Airbus Defense and Space developed the current system and hardware under a previously awarded and competed contract. The AN/SPS-75 is fully coherent multi-mode phased array C-band radar capable of fully automatic detection, track initiation, and classification of various types of targets. In order to sustain the AN/SPS-75 systems outlined above, the OEM Contractor is responsible for: i. Supporting Depot Level Maintenance and Support ii. Assisting in responding to Casualty Reports (CASREP) iii. Providing AN/SPS-75 spare parts iv. Providing repair or replacement services for system components v. Providing up to date system documentation vi. Performing annual system performance tests on deployed systems vii. Providing on-site technical support. The place of performance for this support is primarily at USCG bases across the USA. Given the complexities of the system and the use of proprietary software, Airbus is the only company capable to provide the support and hardware that will interface to the cutter's equipment. This procurement is a FAR Part 15 acquisition. The North American Industry Classification System (NAICS) code for this requirement is 541990 with the size standard of $15 million. This sources sought notice is issued solely to determine whether there are any other sources that can support the AN/SPS-75 Radar system. The Coast Guard believes that Airbus is the only contractor capable of supporting this system without causing unacceptable delays and putting lives at risk. Companies that believe they have the capability to sustain the existing system must submit a capability statement by 25 May 2017, detailing how they would support these systems by September 2017. Companies must also detail how they would gain access to proprietary Airbus software elements, or reproduce existing software, to support the AN/SPS-75 Radar systems. Companies must explain their design, integration, verification, testing and certification functions and provide a timeline to meet the schedule; they must also explain how an otherwise acceptable solution from the company would be price competitive with Airbus. The capability statement shall also include the company's Dun and Bradstreet number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information. This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
