- This is a Request for Information ("RFI"). DLA Troop Support's ("Agency") Subsistence Produce Program is requesting comments and feedback regarding the Agency's full service produce support to Department of Defense ("DoD") Troop customers and the United States Department of Agriculture ("USDA") Schools and Reservations Customers throughout the Continental United States ("CONUS"). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a vendor is not promised any future business with the Government. The sole purpose of this RFI is to conduct Market Research to assist the Agency in crafting an appropriate solicitation in the future. Please consider the following: This research concerns the guaranteed minimum to be used in our solicitations. The guaranteed minimum is an amount, in the form of a percentage of estimated contract value, which is established to provide assurance of a minimum level of usage on long term contracts requiring vendor start up expenditures in capital and logistics. Historically, DLA contracts included a guaranteed minimum based on a percentage (typically 10%) of the estimated value of the base period only. The base period was usually an 18-month or 24-month period, followed by option periods. However, our newer solicitations consist of one contract period, and if we were to apply a 10% minimum to the entire estimated value, it would equate to a larger guaranteed minimum that the government is not prepared to obligate upfront. Therefore, it is requested that you provide us with feedback regarding a preferred contract guaranteed minimum for fresh produce, in terms of percentage, recognizing that the 10% figure previously used is no longer feasible. The Agency encourages any and all feedback and responses to the instant RFI. The information provided by your firm to the Agency will remain confidential within the Government (i.e. not shared with other vendors or potential competitors) and is being sought as market research only. The Agency appreciates your firm's attention to this matter and would like to thank you in advance for your firm's participation. All responses, comments, suggestions and ideas regarding support for the Agency's customers as identified above are requested back to the Agency by the close of business on May 30, 2017.
