TAIWAN SURVEILLANCE RADAR PROGRAM (SRP) INTERIM FOLLOW-ON SUPPORT (FoS-i) EARLY WARNING RADAR (EWR) AND MISSLE WARNING CENTERS (MWCs) (SUSTAINMENT) Agency: Department of the Air Force Office AFLCMC/HBNK Location: Hanscom AFB, MA Contracting Officer: Amylynn Whetzell Date: 18 May 2017 Proposed Solicitation number: TBD Contract Award Date: 01 January 2018 Set-aside Status: Undetermined North American Industry Classification Systems (NAICS) Code: 334511 Place of Contract Performance: Taiwan POC: David Turnblom NOTICE: This is not a solicitation but rather a Notice of Contract Action (NOCA). AFLCMC/HBNK intends to award a sole source contract to Raytheon Company for Interim Follow-On Support (FoS-i) of the Taiwan Surveillance Radar Program (SRP), as a follow-on contract to the current Follow On Support contract. Raytheon is the Original Equipment Manufacturer (OEM) and owns proprietary data rights to software and is the only vendor capable of providing software maintenance of the current software baseline supporting this program. BACKGROUND: The SRP FoS-i program is a Foreign Military Sales (FMS) program between the American Institute in Taiwan (AIT) and the Taipei Economic and Cultural Representative Office (TECRO) to provide operations and maintenance products and services to Taiwan's SRP Early Warning Radar (EWR) and Missile Warning Centers (MWCs) facilities. The U.S. Government (USG) has been designated by AIT to be its Contracting Agent. The Secretary of the Air Force (SECAF) has designated Air Force Material Command (AFMC) Air Force Life Cycle Management Center (AFLCMC) as the acquisition and contracting agent for SRP FoS-i. The SRP system is comprised of one (1) EWR site and two (2) geographically separated MWCs, collocated within the Eastern Regional Operations Control Center (EROCC) and Joint Air Operations Center (JAOC), respectively. The SRP radar can simultaneously search, track and report Theater Ballistic Missiles (TBM), Air Breathing Targets (ABT) and Surface Ships (SS). EWR facilities include a Phased Array Radar Building (PARB), Power Supply Building (PSB), a Power Substation, Water Treatment Building (WTB) along with Fuel and Water Storage. GENERAL REQUIREMENTS: The Contractor shall perform FoS-i efforts including support of on site operational level maintainers, perform maintenance and repair services on mission equipment. The Contractor shall maintain the system in accordance with the technical requirements suitable for a radar of this class. Due to the classified nature of the requirements, documents will not be provided. The contractor shall provide contractor logistics support. This task comprises the necessary efforts required to operate and maintain the SRP system including replenishment spares and peculiar support equipment and tools, consumables, repair and return program, on-site support, parts obsolescence management and Failure Reporting, Analysis and Corrective action System (FRACAS). The Contractor shall implement and maintain a Quality Assurance program for the SRP system. The Contractor shall comply with a higher-level quality management system such as the International Standards for Organization (ISO) 9001/2000 or equivalent, and Capability Maturity Model Integration (CMMI) Level 5 or greater. The Contractor shall flow down applicable quality requirements to subcontractors. The Contractor shall enforce quality standards as they apply to procured materials and services. The Contractor shall take the necessary security measures to protect classified data, equipment, and communications during the FoS-i contract. The Contractor shall perform packing and shipping of all radar and Missile Warning Center hardware to/from Contractor maintenance and repair facilities in CONUS and to/from operational sites in Taiwan.
