Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. The NCATS Automation and Compound Management (ACOMM) and ADST labs are tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules and develop novel disease models for application against a wide range of human diseases. As such, discovering probe molecules and developing human disease models that could serve as starting points for therapeutics is of great interest within NCATS. The Acumen units are part of NCATS' Robotics system for screening and are used by the whole center. The NCATS currently has two of the two position units in house, which were purchased in FY2014. The units have been in operation for many years and require repairs. Purpose and Objectives: The purpose of this requirement is to obtain a new 5-Position Deck Mosquito HTS, which will provide an accurate and easy-to-use solution to miniaturizing assays within NCATS' automated, high throughput setting and will enable NCATS to have faster capabilities. Additionally, repairs to the existing Acumen will restore full functionality, while preventative maintenance visits will avoid costly breakdowns in the future. Project requirements: 1.5-position deck HTS liquid handler Mosquito 3019-0002 and 3019-0030 a.pipette loader b.power cable c.calibration block d.1 spool 4150-03010 non-sterile pipettes e.Serial Dilution Wizard f.Mosquito software license and comms installed in PC Controller g.Basic User Training for up to 4 people on installation and Advanced User Training for 2 people on installation Salient characteristics: 1.Ability to aspirate from any source plate leaving dead volumes of less than 0.3 μL 2.Ability to program equipment to perform traditional serial dilutions by aspirating, dispensing and mixing across a plate using miniaturised volumes ranging from 25 nL-1.2 μL. 3.Accuracy of less than 2% error throughout the volume range 4.Precision is CVs of 3% (average across the volume range) 5.Quick set-up with no washing 6.Compatible with all SBS-format 96-, 384- and 1536-well plates 7.Ideal for multi-user labs 8.Compatibility with 2-position deck Mosquito Liquid Handler (Mosquito X1) software 2.Preventative Maintenance a.Preventative Maintenance for Acumen EX302 b.Preventative Maintenance for Acumen EX305 c.Preventative Maintenance for Acumen EX909 Preventative maintenance to consist of the following activities: 1.Carry out visual inspection of the Equipment 2.Laser and fiber alignment 3.Laser calibration 4.Power monitor calibration 5.Scanner scaling and centering 6.Plate focus 7.Well alignment 8.Backup of system files 9.Backup of boot drive 10.Verification of system status 3.Repair- EX302 Tuned Assembly and Scan Lens Repair 7923-8126 Tuned Scanner Assembly OAR00069 Polychromatic Scan Lens 7923-0065 561 Beam Splitter Assembly 7923-0058 >655 Collection Filter 4.Repair - EX909 Shutter Block Repair 7923-8722SP Shutter block assembly with aperture OFB00011 eX3 Fibre and Location Collar Return to Base Optional Repair for EX909 Anticipated period of performance: Within six weeks ARO Capability statement /information sought. Contractors that believe they possess the ability to provide the requirement should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The response should directly and specifically state in the, capabilities statement, which project requirements you can supply. Contractors must also provide their Company Name, DUNS Number, Physical Address, Point of Contact, and Size and Type of Business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses (capability statements) sent in response to this Sources Sought Notice must be submitted electronically (via e-mail) to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Stacey Polk, Contract Specialist at spolk@nida.nih.gov. The response must be received on or before the response due date provided in this notice. "Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
