Description
This is a sources sought notice only. This notice does not constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service Disabled Veteran owned small business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Small Disadvantaged Business, 8(a), Woman Owned Small Business or Hub zone interests. The Salisbury North Carolina Veterans Affairs Medical Center (VAMC) is trying to determine whether to set aside the acquisition to get a comprehensive service contract to cover replacement and repair of all parts, components, refrigerant, oil, and other materials that may be needed. TECHNICAL REQUIREMENTS: Requesting a comprehensive assured service contract that covers the replacement and repair off all parts, components, refrigerant, oil, and other materials that may be needed. Cover all labor to diagnose, repair and replace failed components covered under this contract. Provide emergency service and minor repairs seven days a week 24 hours a day. Provide the following preventative maintenance procedures as a part of this contract; Oil analysis once a year, Annual visual inspection of condenser tubes including removal of heads, annual brush cleaning of condenser tubes, annual cleaning of condenser coils on air cooled chillers, replace belts on equipment equipped with belts, and all materials and supplies required to carry out these procedures. Disposal of all used refrigerant they remove from equipment. Required to submit written reports on all repairs and preventive maintenance completed and refrigerant recovered. Centrifugal Chillers will have one annual inspection consisting of leak testing, Meg the compressor, motor and oil pump motor, clean oil strainer, replace filer and gasket where required, tighten oil heater leads, check the operation of vane positioners, change compressor oil as indicated by analysis, check condition of chiller starter contacts, and inspect overloads, mechanical trips, and verify settings on electronics. There will be three scheduled maintenance performed during operation consisting of inspecting operating and safety controls, checking the operation control circuit, log of temperatures, voltage, and amperage, check entire oil lube system, check motor and starter operation, check refrigerant and oil levels, check shift logs and discus the operation of the equipment. Air Cooled Chillers will have one annual inspection consisting of leak testing machine, Meg compressor motor, test vent piping of all relief valves, tighten motor terminals and control terminals, check oil level, check differential pressure switch settings, check and calibrate all machine operating and safety controls, tighten oil heater heads, check operation of condenser fans, clean condenser coils, replace oil filter, provide tube services. There will be three inspection performed during operation to include inspecting safety controls, review operating logs, check refrigeration charge, complete operating log temperatures, pressures, voltages, and amperage, check refrigerant filter temp and drop at full load, and check oil filter pressure drop. Package units and split systems will receive a total of four inspection which will consist of the following, inspect evap coil, inspect drain pan and drain lines, clean drain pans, check for refrigerant leaks, report all leaks to owner, check and calibrate safety controls and overloads, Meg test compressor motor and record readings, check the main starter tighten all starter terminals and check contacts for wear, check oil level in compressors, tighten motor terminals and control terminals, check crank case heaters, check external interlocks, lube bearings, inspect and adjust belts, check damper operation, inspect filters change as needed, record refrigerant pressures, temps, super heat, and sub cooling, check for proper refrigerant charge. The vendor will provide to the customer representative following each regular inspection or emergency call and report uncorrected deficiencies.
