- This is not a request for proposal or a request for quote. There is no solicitation document available. This is a notice of intent of Commander Navy Installations Command (CNIC) to negotiate a sole source contract with the Council for Professional Recognition, 2460 16 th Street NW, Washington, DC 20009. The contractor's shall provide Child Development Associate (CDA) and Military School-Age (MSA) credential to Navy Children Youth Programs (CYP) personnel to become qualified CIDA Advisors, Council Representatives, and MSA Representative and to further candidate credential training. Furthermore, the contractor shall provide all administrative duties involved in processing Navy candidate assessment services required to award and renew the CDA & MSA credential. The Military Child Care Act (MCCA) of 1989 was passed into law on 29 November 1989 and requires that all Federal Programs are accredited by an outside accrediting body. This requirement aids in establishing and sustaining quality in Navy Child and Youth Programs (CYP). This requirement also consists CYP services in maintaining the status of "benchmark for the Nation" in accordance with statutory requirements, DoD policy and Navy Standards.
