- Under this FBO notice, this solicitation is numbered SPE600-17-R-0520. The Defense Logistics Agency (DLA) - Energy - FESBA will be issuing a Request for Proposal (RFP/Solicitation) for services to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for the following capitalized fuel products: Jet Fuel (JP8), Diesel (SFD), Automotive Unleaded (MG7) or any additional product designated by the Contracting Officer at Government-Owned Contractor-Operated (GOCO) fuel facilities in Lajes Field AB, Portugal. This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at Lajes Field AB, Portugal. Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted under NAICS code 493190. The base period of performance is July 01, 2018 through June 30, 2022 with one five year extension from July 01, 2022 through June 30, 2027 and six one month extensions from July 01, 2027 through December 31, 2027. Dates of the pre-proposal conference, in conjunction with the site visits will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name(s) of the individual(s) who plan to attend. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE600-17-R-5X14 encompassing five (5) AF GOCO locations in Europe. These locations will now be solicited individually and the above narrative and solicitation # SPE600-17-R-0520 is for Lajes Field AB, Portugal only.
