- Governmentwide Point of Entry (GPE) is the single point where Government business opportunities greater than $25,000, including synopses of proposed contract actions, solicitations, and associated information, can be accessed electronically by the public. The GPE is located at http://www.fedbizopps.gov. The 106th Rescue Wing of the New York Air National Guard located in Westhampton Beach, New York, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Repair Storm Drainage and Base Pavements and Repair Water Distribution System in Westhampton Beach, NY (Suffolk County). The tentative date for issuing the solicitation is on-or about June 1, 2017. The project work includes, but is not limited to Repair of the existing water distribution system through replacement. Excavation and trenching to an appropriate depth below freezing depth and installation of water distribution piping. Provide valves, shutoffs, sealing and metering. Repair/construct roadway surfaces with fog-seal, asphalt overlays or full-depth repairs. Repair/construct asphalt parking surfaces, concrete curbing and storm water collection systems. Provide and restore landscaping, line striping, and signage. Perform demolition of portions of the water distribution system, pavements, curbs, sidewalks etc. Also, there are four options to this solicitation which include: Mill and overlay in CES compound, Mill and overlay, striping, fog seal, and crack repair in PJ Building 424 parking, Landscape planting including provide and install trees and shrubs, Headquarters parking lot mill and overlay. The tentative date for the pre-bid conference is on-or about June 13, 2017 at 11:00AM EST, location will be in solicitation. The contract duration is 365 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237110, with a size standard of $36,500,000.00. The magnitude is between $5,000,000 and $10,000,000. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by June 9, 2017 via email to fred.rodriguez1.mil@mail.mil. The bid opening date is scheduled for on-or about June 30, 2017. Actual dates and times will be identified in the solicitation. In accordance with FAR 28.101-2, a Bid Guarantee will be required. Interested offerors must be registered in SAM. To register go to: https://www.sam.gov. You will need your DUNS number register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will eventually be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
