- Amendment# 2 to Requests for Lease Proposals RLP# VA242-17-R-0468_RLP Port Jervis CBOC New / Replacing Lease Acquisition This amendment is issued in response to requests for information / clarification concerning the space configuration, layout requirements and to extend the due date for the above referenced RLP. New Response date for all Lease Proposals: Wednesday, May 31, 2017 @ 4:30pm Eastern Standard Time Responses to Requests for Information / Clarification There are three documents with slightly different requirements for rooms and sizes - Scope of Work, Agency Specific Requirements and Port Jervis CBOC Space Configuration. Please issue clarification as to which of the 3 VA procurement documents showing room square footage and dimensions takes precedence over the others? Out of the 3 documents, the conceptual layout on page 3 of the Estimated Space Configuration document takes precedence over the others. For clarification purposes, the Net Usable Square Footage listing on page 1 of the Estimated Space Configuration and pages 1 4 of the Agency Specific Requirements are now revised and follow the conceptual layout. The Scope of Work only contains a reference to the approximate total Net Usable Square Footage VA is seeking. It does not contain any other measurements specific to the sizing rooms, closets, etc. for the clinic. However, the reference in this document has been revised to follow that of the revised Agency Specific Requirements and revised Estimated Space Configuration as well. The Space Configuration sheet lists nine (9) Exam Rooms totaling 1,218 square feet. This would make each Exam Room approximately 135 square feet each. The CBOC Layout shows Exam Rooms at 120 square feet each. Please confirm the correct square footage that should be utilized for Exam Rooms. Please find the attached revised Estimated Space Configuration and revised Agency Specific Requirements which now follow the conceptual layout. The Agency Specific Requirements outlines details of both Clean and Soiled Utility Rooms, however, neither of these rooms are listed in the Port Jervis CBOC Space Configuration. Are these rooms required for the Port Jervis CBOC? The clean and soiled utility rooms are not listed nor are they a part of the design requirement for this leased space acquisition. There are design guide plates that follow after the Agency Specific Requirements beginning on page 5 have been attached to provide you with additional information on a given room, closet, area etc. that must comply with VA clinical design standards. Please be sure to follow the revised Estimated Space Configuration and revised Agency Specific Requirements for this particular acquisition. The design guide plates have been place in the package to simply assist you in the preparation and design / layout for various areas of the clinic. A Vestibule is shown on the Sample Floor Plan and listed in the Agency Specific Requirements but is not included in the Port Jervis CBOC Space Configuration. Should a Vestibule be included on our plan? If so, this will add approximately 104 square feet. Yes, the vestibule is to be included in the design/layout and its square footage should be added into the Net Usable measurement unless it is being used as a common area space. Is a Mechanical Room required if Landlord is providing rooftop HVAC units? Yes, a mechanical room is required for a hot water heater, boiler or a cooling coil for a HVAC if it is a split unit unless they are located in common area space. The Prototype Floor Plan provided does not include door symbols. Are doors required at Medical Storage locations or should these areas be shown as pass-through areas? Yes, doors are required for the medical storage locations as well. Based on the Port Jervis CBOC Space Configuration and Agency Specific Requirements, our initial layout exceeds 6,500 square feet. This may be due to incorrect exam room sizes, area required for circulation and Code-required restroom fixtures in quantities to meet Code. (Separate fixtures for Men and Women are required.) Will an area exceeding 6,500 square feet be acceptable or should the plan be scaled-down to fit into 6,500 square feet? If a scaled-down version is recommended, this will involve reduction in some room sizes. PLEASE NOTE: The VA seeks to lease sufficient Gross Square Footage that can yield approximate between 6000 and 6500 Net Usable Square Feet (NUSF). The measurements listed on each of the revised documents all follow Net Usable Square Footage calculation for the clinic itself. Rentable Square Footage and Net Usable Square footage are separate and distinct. PLEASE NOTE: Net Usable Square Footage (NUSF) DOES NOT include such areas as stairs, elevators, ducts, shafts, common mechanical and utility rooms, common vestibules and common corridors, and common toilets required by local code whereas a Rentable Square Footage (RSF) measurement DOES takes this into account. Please refer to the attached revised Estimated Space Configuration and revised Agency Specific Requirements which follow the conceptual layout. The Net Usable measurement for the conceptual layout is approximately 6,012.50 NUSF. This may be subject to change (more or less) depending on a given building s layout, footprint, column spacing, etc. contained within.
