Description
The United States Department of State's Regional Procurement Support Office in Frankfurt, Germany is issuing this pre-solicitation notice to satisfy the requirement at Federal Acquisition Regulation (FAR) Part 5 on the behalf of the Facilities Management Office of United States Embassy in Berlin, Germany. The U.S. Government has a requirement for the renewal of flat bituminous roof sections at the U.S. Embassy Berlin. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the magnitude of construction is between $250,000 and $500,000. This is not a Request for Proposal (RFP) nor is a solicitation being released at this time. Please contact the Contracting Officer in writing via e-mail no later than 2 June 2017 in order to be put on the solicitation mailing list. In requesting to be placed on the solicitation mailing list, please provide the e-mail contact information for the company point of contact to receive a copy of the solicitation via e-mail. Any requests for a copy of the solicitation after 2 June 2017 will not be honored. Please do not telephone. The Government is planning a pre-proposal conference and site visit. The date for this conference and site visit will be in the solicitation, along with instructions for how to register. The solicitation is expected to be released on or around 2 June 2017 with additional associated materials provided during the pre-proposal conference and site visit. The solicitation will not be publicized on FedBizOpps. Only companies requesting to be put on the solicitation mailing list will receive the solicitation when it becomes available. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price construction contract. All contractors have to be registered in the SAM (System for Award Management) database (https://www.sam.gov) prior to contract award. Therefore prospective offerors are encouraged to register prior to the submittal of proposals. The guidelines for registration in SAM are also available at: https://www.statebuy.state.gov/pd/Pages/AdditionalVendorReg.aspx Per Department of State Acquisition Regulation (DOSAR) 652.242-73, contractors are required to possess authorization to operate and do business in which the contract will be performed. Solicitation and award will be subject to laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
