- OPERATIONAL SATELLITE MONITORING OF FIRE NUMBER: PR: 0040318749 POSTED DATE: 05/19/2017 SUBJECT:Satellite Monitoring of Fire This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than May 24, 2017, by sending an e-mail to agaddis@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), BLM-AK/Alaska Fire Service intends to issue a sole source, firm-fixed price order to: COMPANY:University of Alaska-Fairbanks, DUNS: 615245164 FOR :Satellite Monitoring of Fire ON:05/25/2017 NAICS:517919All Other Telecommunications AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: The use of remotely sensed data products is commonplace in the wildland fire community. Instruments such as MODIS and VIIRS provide managers and fire behavior analysists with a wealth of near real-time information including approximate location of new fire starts, fire activity levels, rate and direction of spread, and the spatial extent of area burned. These satellite-based instruments are especially valuable in remote and roadless areas in Alaska where fires are typically monitored and mapped using aircraft. UAF GINA has been providing near-real-time, satellite-derived fire monitoring products to AFS since 2003. The products are valued by the AFS because they provided critical information on fire behavior several times per day, and cover the entire state.
