Description
Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is issued as a Request for Proposal (RFP) and is a Total Small Business Set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 19 Jan 2017. Instructions to offerors can be found in Section L of the solicitation. Evaluation of Offers will be completed in accordance with Section M of the solicitation. NAICS Code: 115310 Size Standard: $7.5 Million The Government anticipates multiple award performance based Indefinite Delivery Indefinite Quantity (IDIQ) Contracts with a base and four option years. The contracts will be for the application of registered insecticide on trees located on the Shoshone National Forest. A minimum task order will not be less than $3,000.00 nor greater than $150,000.00. Ceiling price of an awarded contract is $500,000.00. The contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished) and incidentals to perform all work necessary. Work includes: Tree spraying in developed recreational facilities. Spraying includes the following species: Whitebark pine, Lodgepole pine, Limber pine, Engelmann Spruce, and/or Blue Spruce. Due to use of facilities for camping and hunting spraying can generally only be done the 1st two weeks of September when the campgrounds are closed and Tree spraying Whitebark or Limber pine trees, which are not located within developed recreational facilities. These trees may be grouped in similar geographic locations, or they may be geographically isolated, requiring significant effort/time to access and spray. Many of these trees exist on rocky, exposed, high elevation sites that can be difficult to access. The use of an ATV or similar transport method consistent with Motor Vehicle Use restrictions may be essential to access some trees. The treatment of equipment with hot water or chemical will be required to prevent the spread of aquatic invasive species.
