Description

PTAG Part 6.1.1 Synopsis - Competitive The United States Patent and Trademark Office (USPTO) has a requirement for Oracle Unlimited Software License and Maintenance utilizing North American Industry Classification (NAICS) code 541519 for the anticipated period of performance May 29, 2017 - May 30, 2018. The anticipated award date is May 26, 2017. USPTO is exempt from the Competition in Contracting Act under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Office Acquisition Guidelines (PTAG) https://federalregister.gov/a/2013-24316. In accordance with PTAG, the USPTO conducted market research on March 13, 2017 and the results indicated that only a limited number of vendors are most likely to successfully meet the agency's needs. Additionally, USPTO intends to solicit, negotiate and award a competitive, firm fixed price (FFP) purchase order to include a one-year base period and one-year option period. As a result, the solicitation will only be issued to the limited number of qualified vendors.
