Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. Title: Interdisciplinary Studies of Occupational and Environmental Cancer This support services contract is essential for OEEB to conduct high-impact epidemiologic studies that integrate quantitative exposure assessment and molecular epidemiology to provide new insights into cancer etiology, chemical carcinogenesis, and mechanisms of action. The NCI/OEEB requires the assistance of an organization highly experienced in providing technical support for occupational and environmental epidemiologic studies, including support for exposure assessment and molecular components, and coordination of activities related to genome-wide association studies (GWAS); and in conducting and simultaneously managing concurrent, multiple, large (including international) epidemiologic investigations of cancer etiology. This contract is for continuation of activities to provide technical support to OEEB, whose mission is to identify causes of cancer, with a focus on occupational and environmental exposures. To achieve its goals, OEEB (1) merges epidemiology, quantitative exposure assessment, and biologic and genetic components into multi-disciplinary investigations to identify carcinogens, clarify exposure-response relationships, and enhance our mechanistic understanding of carcinogenesis; (2) conducts investigations to develop methods for exposure assessment and to incorporate state-of-the-art biomarker assays into its studies; (3) facilitates the development of consortia to create scientific opportunities that are difficult to achieve in any one study; (4) develops resources for occupational and environmental epidemiology and exposure assessment; and (5) assists in training the next generation of epidemiologists. The work is divided into 11 major sections. The Contractor will be required to perform: 1) Initial Transition 2) Study Initiation and Liaison (New and Existing Studies) 3) Development of Study Materials and Procedures 4) Subject Identification, Selection, and Tracing 5) Data Collection 6) Specimen Collection, Processing, Shipping, and Analysis 7) Data Preparation and Processing 8) Computer Programming 9) Study Monitoring, Quality Control, and Reporting 10) Exposure Assessment 11) Final Transition The NCI seeks a continuation of services to be acquired through full and open competitive procedures under RFP N02CP71011-26. It is anticipated that a cost-reimbursement, completion-type contract with a base period of 8 months; four (4) option periods of one (1) year each; one option period of four (4) months; and five (5) Increased Capacity Options may be awarded beginning on or about January 19, 2018. The RFP will be available electronically at a later date and may be accessed through the FedBizOpps at www.fbo.gov.
