Description

This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential Section 8(a) small business concerns, Historically Underutilized Business Zone (HUBZone) small business concerns, woman-owned small business concerns (WOSB), service disabled veteran owned small business (SDVOSB) concerns and small business concerns (SBC) that are qualified and capable of providing all services necessary for the final treatment/disposal of the hazardous property listed below in accordance with all Local, State, and Federal regulations, to include DoD component directives and the terms and conditions of this contract. These services shall include all necessary personnel, labor, analysis, transportation, packaging and equipment and requires transportation over water. All hazardous property, regardless of their condition, are being discarded by the Government and are considered to be waste. The contractor shall meet Department of Transportation (DOT) requirements to include packaging of the waste and will not be reimbursed for container or packaging costs. The contractor must also comply with all OSHA and U.S. Department of Defense safety regulations and procedures to include those of local Hawaii commands, bases and/or facilities. The contractor shall assume all liability and is responsible for payment of any fines/penalties resulting from improper management/disposal of all waste removed under the resultant contract. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holder ™s list. After evaluation of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with this procurement. The Government will evaluate responses based upon specialized recent relevant experience of the firm, relevant past performance, and financial capacity. Offerors shall complete and submit the attached Questionnaire, Attachment 1. The Government will access the PPIRS system to obtain any performance evaluations for your firm utilizing your DUNS number. If you have PPIRS/ACASS evaluations for the projects submitted in Attachment 1, please include that in your submission package. Firms having the capability to perform this work are invited to submit the required information by 10:00 AM HST on May 25, 2017. Documents may be submitted via electronic mail to norine.horikawa@navy.mil or mailed to Ms. Norine E. Horikawa, NAVFAC Pacific (ACQ32), 258 Makalapa Drive, Suite 100, JBPHH, HI 96860-3134. Complete information must be submitted as the Government will not seek clarification of information provided. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
