- Attachment 6: Ombudsman Program Attachment 5: Past Performance Attachment 3: Justification for the Limited Number of Sources Attachment 2: Construction Specification for Marine Windows Used on WTGB-140, ATTACHMENT_1_SCHEDULE B and DELIVERY RFQ COMBINED SYNOPSIS/ SOLICITATION NUMBER HSCG40-17-Q-40000– Marine Window Assemblies COMBINED SYNOPSIS/ SOLICITATION NUMBER HSCG40-17-Q-40000 Marine Window Assemblies This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is a request for quotations (RFQ). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2005-95, dated January 19, 2017. This requirement is being solicited as a Brand Name Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. The North American Industry Classification System (NAICS) Code is 332321-Metal Window and Door Manufacturing and/ or 423310, Window and Window Frame Merchant Wholesaler. The Solicitation Number is HSCG40-17-Q-40000. SCHEDULE OF SUPPLIES/SERVICES A full list of contract line item numbers (CLINs), quantities and units of measure, including options can be found in Attachment 1. DESCRIPTION OF THE REQUIREMENT The contractor shall provide all personnel, labor, materials, parts, tools, test equipment, test fittings, supplies, consumables, equipment and materials necessary to manufacture, test, inspect, preserve, package, pack, mark, bar-code and ship FOB Destination Marine Window assemblies and material throughout the contract base period and any option periods exercised, in accordance with Specification Construction Specification for Marine Windows Used on WTGB-140, WLM-175, and WLB-225 Class Cutters, see Attachment 2. The Coast Guard has determined, consistent with FAR Subpart 13.501(a) (1) (ii)- Brand Name Justification, there is only one brand name that will satisfy the agency requirement. The statutory authority permitting only a Limited Number of Sources, and no other supplies or services will satisfy is 41 U.S.C. 1901, as implemented as FAR Part 13.5 Simplified Procedures for Certain Commercial Items. The Original Equipment Manufacturer (OEM) is Cornell Carr. Technical data necessary for performance is proprietary to the OEM. Justification for the Limited Number of Sources is attached as (Attachment 3). OEM equipment and parts must be used in order to ensure operability and proper warranty of the items listed below in Attachment 1- Section B, Schedule of Supplies.
