Description
Statement of Work Request for Information The purpose of this request for information is to obtain technical and/or business information and input from the marketplace for project planning purposes regarding the availability of existing or potential solutions. The Food and Drug Administration (FDA), Office of Finance, Budget and Acquisitions (OFBA) oversees agency wide budget formulation and execution, accounting, payment processing and financial reporting. The Office of Finance, Budget and Acquisitions (OFBA) embarked on a journey over two years ago to implement the Budget System Improvement Project (BSIP)-a multiyear initiative to automate and improve the Food and Drug Administration's (FDA) budget formulation and execution end-to-end processes, including an information technology (IT) solution. The resulting solution from BSIP is called Integrated Budget and Acquisition Planning System (IBAPS). The IBAPS project has automated and improved the FDA's current budget processes which were primarily manual. One of the critical aspects of the FDA Budget processes is the Budget Formulation - primarily the creation of the various budget submissions - Health and Human Services (HHS) Justification, Office of Management and Budget (OMB) Justification and the Congressional Justification. Coupled with success of BPII's (Budget Process Improvement Initiatives) other initiatives, IBAPS will result in the improvement, in the accuracy and consistency of FDA's resource management, and enable the budget staff to focus on analyses for decision making. The objective is to create an Blanket Purchase Agreement (BPA) for operations and maintenance (O&M) services and to continue enhancement of IBAPS as the comprehensive budget planning solution that allows for detailed budget planning, analysis, and reporting for budget execution that is supported by and integrates with the advanced acquisition planning process; and a comprehensive budget formulation solution that allows for detailed development, analysis, and reporting of the formulation budget estimates, which can be used as the basis to build budget justifications in iterations (HHSJ, OMBJ, and CJ), with narratives supported by the detailed formulation budget estimates.
