Description
The United States Coast Guard is sponsoring a study by the RAND Corporation through the Homeland Security Operational Analysis Center to analyze the industry perspective of multi-phase ship acquisition strategies (recompete during production based on a technical data package) and glean lessons from that experience that can inform future acquisition programs. The study is interested in discussing the historical experience of shipyards that have participated in or considered participating in programs using a recompete or similar production strategy. The discussion would revolve around three basic questions: 1. What motivates a shipyard to bid on secondary phases of asset production? 2. What challenges does a shipyard face in bidding on secondary phases of asset production? 3. Are there any potential government policy or process revisions that would assist in minimizing the affects of those challenges? The study team would like to hold a teleconference with interested respondents between the publication date of this announcement and 5:00PM EDT on June 23, 2017. Some respondents with previous multi-phase production contract experience will be selected for a site visit in support of in depth case studies. Interested respondents should send an email to Martha.A.Bello@uscg.mil with a statement of interest. Please provide a point of contact, including name, telephone number and email address, who is knowledgeable about the capture management/business development aspect of the organization and decision process utilized when deciding whether to submit a proposal on multi-phase production contracts. Emails should be sent to Martha.A.Bello@uscg.mil no later than 4:00 PM EST on Friday May 26, 2017. Any concerns with organizational conflict of interest or proprietary information should be discussed with the RAND Corporation during the teleconference.
