- MQ-9 Parts Repair/Check and Test - FA85281900101 MQ-9 Parts Repair/Check and Test - FA85281900101 This is a Request for Information (RFI) as defined in FAR 15.201(e) to obtain information about capabilities and market information for planning purposes and does not constitute a commitment, implied or otherwise, that the Air Force Life Cycle Management Center (AFLCMC) will take procurement action in this matter. Further, the Government will not be responsible for any cost incurred in furnishing this information. The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for MQ-9 Reaper parts repair/check and test. See attached listing of parts and capability survey. MQ-9 platforms were developed with private funding from GA-ASI, the Prime Original Equipment Manufacturer (OEM), as well as its Major Subcontractors, L3 Communications and Honeywell Aerospace. Subsequently, the USAF has 1) limited rights (as defined by Defense Federal Acquisition Regulation Supplement 227.7103-5) to the technical data for significant portions of the MQ-9 aircraft systems, subsystems, and hardware components and 2) restricted rights (as defined by DFARS 227.7203-4) in the computer software for the MQ-9 aircraft systems including its subsystems. The Air Force does not have a re-procurement data package available as a result of the aforementioned technical data and software rights restrictions. DISCLAIMER: AFLCMC will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. Responses must unclassified and marked accordingly. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as provided in subsection 31.205-18, Bid and proposal (B&P) costs, of the Federal Acquisition Regulation. This RFI is issued for the purpose of obtaining information for market research and planning.
