Description
RFI in PDF format The Federal Emergency Management Agency (FEMA)’s mission is to support our citizens and first responders to ensure that, as a nation, we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. FEMA receives its authority from the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), P.L. 93-288, as amended at 42 USC 5121-5207. In August of 2016 Disaster Declaration 4277 (DR-4277-LA) was declared in response to severe flooding in various parishes throughout the state of Louisiana. As a result of DR-4277-LA response operations a potential need for dry trailers materialized. To further define the potential requirement and assets of the marketplace FEMA hereby issues this Request for Information /Sources Sought (RFI) in Accordance with F AR 15.201(c) (7) and FAR 52.215-3. The purpose of this RFI is to conduct market research and create an early exchange of information with industry to promote a better understanding of possible future acquisitions, and industry capabilities. Further, FEMA hopes to obtain knowledge and information for project planning purposes and explore alternative solutions while determining industry standards for dry trailer manufacturing as described herein. The information provided may be used by FEMA in developing its acquisition strategy. Upon review of responses received, FEMA may at its discretion contact one, more than one, all or none of the respondents to obtain additional information necessary to determine respondent capabilities. Responses to this RFI should not be construed as unsolicited proposals to - or providing preference in any contracting activity. This is NOT a Request for Quotation (RFQ), request for proposal (RFP), or an invitation for bid. An RFQ is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFQ, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. This is a Request for Information only. EQUIPMENT SPECIFICAITONS: Delivery of dry trailer shall be 21 days after receipt of order. Delivery location Fort Worth, Texas Consideration of additional time will be given for the customization items requested as it relates to delivery time and costs. Specifications: (See below) The requested item will include the following specifications: v -53’ Length v - 102” in Width v - Must be Association of American Railroad (A.A.R) approved, (to include Lift Pads) v - Axle – Sliding Tandem v - Air ride suspension – HEAVY DUTY v - DOT approved LED legal lights v - Dock bumpers v - Must have grease pack wheel bearings v - Digital hub-odometer to correspond with tire size mounted on driver side front tire v - Manifest box mounted in front for FHWA inspection form v - Lights to be installed with self-tapping screws or machine screws v - Must meet all California State Regulations and US EPA Certified Smart Way. v - Must include California approved aerodynamic skirt v - Comply with the “Buy American Act” v - Free On Board (FOB) destination to Distribution Center (CONUS) v - Manufacture warranty coverage shall meet industry standards v -Translucent Roof v -Roll-up Doors (Preferred)* * Note: This item is the preferred specification and will be considered a better value to the Government where readily available. It should not be considered if it requires a custom build that would otherwise delay the delivery of the product. The North American Industry Classification System (NAICS) code for this is 336212 Truck Trailer Manufacturing. Any firms who wish to identify their interests and capability to provide this equipment must notify the Contract Specialist no later than 4:00 p.m. CST (5:00 p.m. EST), 05/24/2017. Such notification must include any documentation that includes description of product, build and/or delivery time frames, certifications, contractor’s business size, and locality. Notification shall be e-mailed to Sandra Shanks, Contract Specialist, Sandra.Shanks@fema.dhs.gov. Responses received will be reviewed, however; a determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. To be considered as a small business, firms must be verified by the Systems for Award Management (SAM) registration site under NAICS Code 336212. Both small and large business are encouraged to respond. As well as vendors local to the declared parishes and those outside the declared parishes. Based on the responses received FEMA will make a determination whether to conduct a total small business set-aside or a full and open competition with preference to small business. Offerors residing in or primarily doing business in the following parishes are given preference for consideration: Avoyelles, Evangeline, Jefferson Davis, Acadia, Vemilion, Iberia, St. Martin, St. James, Ascension, Livingston, Tangipahoa, Washington, St. Helena, East Feliciana, West Feliciana, Pointe Coupee, Iberville, West Baton Rouge, East Baton Rouge, St. Tammany, Lafayette, Cameron, St. Landry, Assumption, St. John the Baptist, and St. Charles.
