- Award Notice This is not a request for proposal or request for quote. There is no solicitation document available. This is a Notice of Award issued by the U.S. Army Corps of Engineers, Baltimore District, that negotiated a sole source contract with RS Means from The Gordian Group for fifty (50) software licenses for cost estimating software. Specifically, RSMeans Online - Complete RS Means Library Package. The one-year subscription for the period 19 May 2017 through 18 May 2018 includes more than twelve (12) data sets in one convenient bundle which include: Unit Prices; Assemblies, Square Foot; Editable Sq. Foot Models; Editable Assemblies Models; Custom Cost Data; User Defined Components; Advanced Reporting; Union Labor Type; Open Shop and History (3-year look back). This software is proprietary, and supplied only by RSMeans from The Gordian Group. Other unit cost estimating guides are not compliant with our contract documents and may not be used as an alternative. A determination by the Government not to conduct a competitive procurement is solely within the discretion of the Government. No solicitation or quote package will be issued.
