Description
SOURCES SOUGHT ANNOUNCEMENT: The Department of Veterans Affairs (VA) Environmental Programs Service (EPS) is conducting a market survey to identify potential sources capable of providing pest management membership coverage and service training for all of the VA medical facilities. This announcement is issued for informational planning purposes only and is not a request for proposal or announcement of a solicitation. Submitting information for this announcement is voluntary and participants will not be compensated. The purpose of this market research is to identify capable sources of providing pest management membership coverage and service training in accordance with the attached draft copy of the Statement of Work (SOW). The North American Industry Classification System Code (NAICS) is 561710 and a size standard of $11 million. Capabilities Statement and Documentation: Firms/Companies are invited to provide their capabilities, experience and knowledge in the provision of the services outlined in the SOW. Sources are asked to provide information requested below: Company Name, Address, Website, Point of Contact (POC), and POC Phone Number. All Contractors must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov). STATEMENT OF WORK (SOW) PEST MANAGEMENT MEMBERSHIP COVERAGE AND SERVICE TRAINING Background and Objective The Department of Veteran Affairs (VA) Environmental Programs Service (EPS) has the continued need to have access to authoritative and comprehensive sources of health care and public safety information and data for its health care facilities and employees. The VA is responsible for providing a safe and pest free environment for our Veterans and their families and staff. As the complexity of pesticide regulations, pest remediation practices expectations increases, technical requirements and associated activities becomes more complicated. The VA does not have, nor does it anticipate having the availability of adequate internal resources and expertise to undertake the services required of this SOW. The VA cannot do without this service because it would severely impact the quality of health care and public safety provided to veterans and may have catastrophic results. The Contractor shall provide pest management membership coverage and service training for all of the Department of Veterans Affairs (VA) medical facilities. Scope of Work Each member facility shall be entitled to all rights, privileges and services of this membership which shall include: Membership equals in all respects to at-large Contractor membership, except that the rights and privileges of membership accrue to the facility Environmental Management Service (EMS) Service Chief position, rather than to a specific individual. In facilities where EMS is subordinated to Facility Management Service (FMS), rights and privileges of membership should accrue to the FMS Service Chief position. Rights and privileges of membership assigned to the VA Central Office shall be exercised by the Program Manager of the Pest Management Section. Member facilities not previously covered shall be issued membership certificates. Participation in local Contractor chapter activities is encouraged. VA access to Contractor entomologists and subject matter experts for, but not limited to, pest identification and control strategy consultations. Provide VA with a community site branded specific to the VA and available to all hospital staff Discounts purchases from online catalog VA access to the Contractor Web site VA participation in Contractor educational conference, seminars and special events. Discounted registration fees to all Contractor educational events. VA access to weekly e-newsletters, mailers and ongoing communications (e.g., technical bulletins, surveys, guidelines or manuals, or any other publications). VA access to the Contractor Learning Management System (LMS) Training Modules. Unlimited access to all Contractor online training. Develop core training for VA Managers and pest management professionals. Development of VA Hospital LMS Portal to view, track, and assign training to VA Hospital staff VA access to membership directory The Associate Member, VA Central Office, maintaining an advisory position on the Educational Affairs Committee, and an administrative position on the Technical Affairs Committee. In addition, the Associate Member shall represent the Department of Veterans Affairs at national and regional pest management conferences. Period of Performance The base contract shall commence on June 19, 2017 and terminates June 18, 2018. The contract will utilize four one-year options commencing after the base year period ends. The Government s decision whether or not to exercise each option will be based upon successful performance during each term as well as continued need.
