- North Carolina Wage Determination No. 2015-4384, Revision No. 1, Date of Revision 01/31/2017. Request for Quotation (RFQ) Install High Intensity LED Obstruction Lighting Drawing of wiring Options for Obstruction Lighting installation Dialight Start Manual Statement of Work to Install High Intensity LED Obstruction Lighting Provision and Installation High Intensity LED FAA Obstruction Lighting For The Edward R. Murrow Transmitting Station Office of Cuban Broadcasting Solicitation No. BBG50-Q-17-0036 This Combined Synopsis/Solicitation was prepared by the U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau, (IBB) pursuant to Federal Acquisition Regulation (FAR) Subpart 12.603 "Streamlined Solicitation for Commercial Items" to include the following additional information: (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 and 13.5 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; requesting quotes for this solicitation. (ii) This Solicitation Number BBG50-Q-17-0036 is issued as a Request for Quotes (RFQ) that will result as an award. This will be an award of a firm-fixed - price contract. In order to quote this procurement, Contractor employees performing the installation must be trained and certified by Dialight. Certification MUST be obtained prior to submission of quote to the contracting office. (iii) This is a combined synopsis/solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective January 19, 2017. (iv) The Contracting Officer (CO) has found and determined that the nature of the services to be provided is appropriate for an "Unrestricted" procurement not a small business set a side and it is a ""Name Brand Procurement, Dialight being the Brand Name. The NAICS Code for this procurement 811213 "Communication Equipment Repair and Maintenance", size standards in millions of dollars - $11.0. (v) The Contractor shall provide pricing and delivery for the tower lighting and installation in accordance with the RFQ and attached statement of work. These services are for the Broadcasting Board of Governors (BBG), Office of Cuban Broadcasting, Edward R. Murrow Transmitting Station, 3919 VOA Site B Road, Grimesland, NC 27837. (vi) The Services required above are commercial services. (vii) The Period of performance shall be at least 90 days to completion, unless negotiated differently with the contracting officer.. (viii) The provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition. (ix) The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. These services will be evaluated on lowest price technically acceptable based on these 3 requirements; (1) Contractor employees performing the installation must be trained and certified by Dialight. Certification must be obtained prior to submission of quote to the contraction office. (2) Contractor must have a minimum of five years directly related to tower rigging practices, associated electrical installation and experience with tower lighting systems. (3) Prior to submission of formal quotation, all Contractors MUST arrange a site visit though the contracting officer to review/inspect the Government Furnish Equipment (GFE) materials and installation Sites. (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their quote. This provision can be found at the following website: http://www.arnet.gov/far/; if requested by an Offeror, a copy of far subpart 52.212-3 can be obtained by contacting the contracting officer. (xi) FAR Clause 52.212-4 [Contract Terms and Conditions -- Commercial Items] applies to this acquisition. (xii) FAR Clause 52.212-5 [Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items] applies to this acquisition. Other clauses and provisions are included in the Request for Quotation (RFQ). (xiii) The Contractor's quoted prices shall include wages, overhead, general and administrative expenses, and profit. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this acquisition. (xv) No numbered notes apply to this acquisition. (xvi) Offerors shall submit quotes, by 2:00 EST on August 19, 2016 Eastern Standard Time to address indicated below. (xvii) Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (CON), Room 4360-0018, Cohen Building, 330 Independence Ave., (SW), Washington, DC 20237, and Attention: Ms. Cynthia C. Sugg. Quotes must be submitted in hard copy format only (i.e., in person, U.S. Mail, or Federal Express or equivalent commercial courier service). Offerors should note that quotes submitted by e-mail or facsimile will not be considered.
