Please review your data before submitting to FedBizOpps: Subject: National Roofing Program (NRP) - AE Services for Roofing and Building Envelope Analysis & Design at Various Domestic and U.S. Territory Locations Solicitation Number: W912QR-17-NRP-AEContract Response Date (MM-DD-YYYY): 05-24-2017 Description: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed requirement is for up to four (4) Roofing centric Architect / Engineer Indefinite Delivery Indefinite Quantity contracts. The services, which will be obtained by negotiated Firm Fixed Price Task Order Contracts, will be for a variety of Architect/Engineer services primarily for Roof Replacement Projects and Building Envelope Repair Construction. Work will include projects at various locations domestically nationwide and including U.S. Territories. This contract is being acquired primarily in support of the U.S. Army Reserves Program, but Projects will include work for all Military components and other customers that the Louisville District serves or supports. Projects will be awarded by individual task orders. The selected offeror will be solely responsible for the designs that they produce, and will become the designer of record or Design-Build RFP preparer for each individual project on their contract. Projects will consist of Roofing Replacement and Building Envelope Repair Construction projects for the U.S. Army Reserve and other customers of USACE Louisville District. Project task orders under this indefinite delivery/indefinite quantity contract may include some or all of the following types of roofing: BUR, single ply low slope, mod bit low slope, shingle steep slope, hydrokinetic metal, hydrostatic metal, coating systems, sprayed in place poly, and other roofs unique to Army Reserve facilities and military installations. A/E services under this contract may consist of the following activities: preparation of construction solicitations for design-bid-build (complete design) projects and design build RFP's (request for proposals); site investigation/assessment of existing conditions by Registered Roof Consultants; Value Engineering services; Registered Roof Observer and engineering services during construction (shop drawing review, site inspection, etc); design of demolition or deconstruction; hazardous materials survey, analysis, and abatement methodology; construction cost estimates and schedules; technical studies/analysis in support of design for new construction and renovation; and comprehensive planning that is related to future NRP projects. Additional A/E support services may include: Design for the renovation of existing facilities; asbestos, lead and PCB surveys and/or abatement. Other A/E services beyond traditional design may include: Facility assessments; updating the Army Reserve Design Criteria; development of standard designs and value engineering workshops. Contract duration is estimated at 1827 calendar days - 5 year period with no option years. The estimated cost range for each contract is not to exceed $9 Million with a total to be no greater than $36 Million over 5 year period (4 awards @ $9 Million Each). The estimated value for any individual Design Task Order is expected to range from $50,000 to $1.5M for design to support construction projects at single or multiple sites that range between approximately $300,000 and $2,000,000. NAICS code is 541310. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey by email NLT 24 May 2016 by 1:00 PM Eastern Standard Time. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. Identification of a minimum of two Senior Architects or Engineers and demonstrate at least 5 years of experience investigating and designing Roof and Building Envelope Systems. One of the senior Architect or Engineers shall be a Registered Professional Engineer or Architect. 4. Identification of minimum of two Registered Roof Consultants (RRC) each with a minimum of 5 years of experience as a Roof Consulting Institute (RCI) registered RRC. The Engineers and Architects identified for Item #3 above can also be listed as RRC's if they are also registered as an RRC. 5. Identification of minimum of two Registered Roof Observers (RRO) each with a minimum of 5 years of experience as a Roof Consulting Institute (RCI) registered RRO. The Engineers. Architects and RRCs identified for Item #3 or #4 above can also be listed as RRO's if they are also registered as an RRO. 6. Statement of capability to manage and execute simultaneous work orders. 7. Descriptions of Project Experience - Interested firms must provide no more than three (3) example projects with either greater than 90 percent construction completion or projects completed in the past seven (7) years where the interested firm served as the Roof Designer. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference and % of design done by your firm on the project. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. List the project name and short description (1 paragraph) for each of the projects submitted; At least one project must have been done in the last 2 years. a. Projects similar in scope to this project include: Projects considered similar in scope to this project include Roof Replacement Construction, and Roof and Building Envelope Repair to Army Reserve Centers, Armed Forces Training Centers, National Guard, or other Federal Agency Office Buildings, Commercial Multi Story Office Buildings, and Higher Education Facilities such as high schools and university buildings. Similar Projects can also include new construction; however, project scope should be at least 50% renovation and include roof or building envelope repair, measured in square footage for the project submitted. If replying with projects that are combined new and roof replacement construction, clearly delineate the square feet for total project versus the renovation portion and percent (%) of square footage that was renovation versus new construction. b. Projects similar in size to this project include: Projects considered similar in size to this project include renovation projects that include a minimum of 12,000 square feet of Roof replacement. c. Based on the information above, for each project submitted, include: 1.Current percentage of construction complete and the date when it was or will be completed. 2.Scope of the project. 3.Size of the project. 4.The dollar value of the construction contract and whether it was design-bid build or design-build. 5.The percentage of work that was self-performed as project and/or construction management services or physical construction type work. 6.Identify the number of subcontractors by construction trade utilized for each project. 8. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
