- Amendment 01: The U. S. Air Force Civil Engineer Center is soliciting proposals from private and/or public entities interested in leasing all or a portion of an approximately 75 acre parcel located at Francis E. Warren AFB, WY for the purposes of financing, permitting, developing, constructing, maintaining and operating improvements upon the available parcel for commercial (non-Federal Government) use and operation. Request for Qualifications - FINAL (AFCEC-17-R-0003) illustrates and describes the available parcel, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government's notional requirement to optimize the value of this under-utilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC 2667. This is not a FAR solicitation for products and/or services. The Government will not reimburse respondents for any costs incurred in preparation of a response to this solicitation. Interested sources should prepare and submit their responses, proposals and supporting information in accordance with AFCEC-17-R-0003.
