- Questions and Answers submitted in response to 25APR17 Draft RFP In advance preparation for the release of the final RFP, contractors intending to propose to the Modeling, Simulation, and Analysis (Ms&A) For Space And Cyberspace Capabilities (MSCC) acquisition, the following information is being provided as a correction to misinformation given at Industry Day and within one-on-one meetings subsequently held to Industry Day in regard to the rule of meeting subcontracting requirements: CORRECTION: In accordance with FAR 19.508(e) or FAR 19.811-3(e), FAR 52.219-14 is applicable to this requirement. Section 52.219-14(c)(1) states, Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Also provided herein, are the latest Q&A responses. Any additional questions concerning the draft RFP are to be submitted in writing to Steve Wells, Contracting Officer with a cc: to both Gina Garcia and Chris Tucker, Contract Specialists. Q&As will be answered and posted to the FBO website up to the issuance of the formal solicitation, anticipated to be published on or shortly thereafter 7 June 2017.
