- On a sole source basis under the authority of FAR 8.405-6(a)(1)(i)(B), the National Geospatial-Intelligence Agency (NGA) intends to use IT Schedule 70 to order a twelve-month subscription to a monitoring service from Planet Labs, Inc. at 346 9th Street, San Francisco, CA 94103. This subscription allows Title 10 and Title 50 organizations access to current and historic electro-optical imagery over a number of individual, predetermined Regions of Interest (ROIs) collected at a maximum seven (7) meter ground sample distance (GSD). Planet's constellation of cubesats will image all of the geographically dispersed ROIs within designated timeframes and publish the imagery for the consumption of Title 10 and Title 50 organizations. The individual ROIs will be minimum of 60,000 contiguous square kilometers in size, be geographically dispersed across the globe, and total approximately five (5) million square kilometers. Large ROIs may be subdivided into smaller contiguous sub-ROIs. The below represents nominal ROIs. Actual ROIs may be somewhat different. ROI/Total Area (sqkm)/ Cadence South America: Countries TBD/ 2,300,000/ Weekly North Korea/ 130,000/ Weekly South Sudan/ 300,000/ Weekly Iran/ 1,648,000/ Bi-Weekly India/ 60,000/ Weekly Syria/Iraq/ 622,252/ Weekly Additionally, NGA may add or adjust ROIs over the period of performance. Planet Labs Inc. is the only available source to deliver the capability to refresh the image data over large regions of interest at the temporal frequency and spatial resolution required for a number of key GEOINT analytic functions. Through an exploratory contract with Planet for commercial imagery over large areas at a temporal frequency of bi-weekly or better, success was achieved for analytic functions and missions such as monitoring food and other natural resources, energy infrastructures,mobilization, urban development, economic activities and environmental changes. There is no single temporal frequency for all us cases over all geographic regions. The FBO notice depicts NGA's required temporal frequency over the georegions of immediate interest. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NGA. Responses must include evidence of the ability to satisfy the need. All submittals shall be provided to the Contracting Officer no later than the closing of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this contract action based on the responses to this notice is solely within the discretion of the Government. The Justification and Approval document will be posted on the Federal Business Opportunities website at a later time.
