Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer, Land Systems Marine Corps (PEO LS) Air Command & Control and Sensor Netting (AC2SN) intends to negotiate and award a sole-source contract with Computer Systems Center Incorporated (CSCI), 6225 Brandon Avenue Suite 520, Springfield, Virginia 22150, for training related services to support the Air Command and Control System (AC2S) which is the primary equipment set comprising the Common Aviation Command and Control System (CAC2S). This requirement entails procuring New Equipment Training (NET) materials and services to prepare the Marine Corps units to employ the AC2S upon initial fielding of the new equipment. The NET services encompass all activities associated with the design, development, configuration management and upkeep of the academic program and associated materials for training on the AC2S equipment to include: courseware, instructor guides, student materials, records management, execution of on-site classroom instruction, and practical application exercises conducted on the AC2S equipment. The NET evolution concludes with a final Cumulative Training Event. This effort is estimated for award in the fourth quarter of Fiscal Year 2017 with an approximate period of performance of a 12-month base year with three 12-month option years. The AC2S provides operators with planning and execution capabilities for aviation operations that interface with Marine Air Ground Task Force (MAGTF) Command & Control (C2) communications and intelligence systems, jointly mandated systems, and future Joint and MAGTF C2 communications and intelligence systems. The AC2S provides the capability to support simultaneously current operations and planning for future operations. The primary intent of the AC2S is to ensure that the Marine Air Command and Control System (MACCS) is capable of supporting MAGTF operations in both current and emerging MAGTF and Joint, Interagency, and Multi-National operational environments. The NET materials and services prepare Marine Corps units to employ the AC2S upon initial fielding of the new equipment. The materials and on-site training enable Marines to apply resident operations and maintenance knowledge to the AC2S equipment set, quickly preparing the Marines to perform their mission from the newly fielded equipment. The AC2S training is highly specialized training requiring detailed technical knowledge of the AC2S equipment design, functions, operations, and maintenance in order to provide training services that address actions required to configure, operate and maintain complex voice and data communications systems and associated computer and networking systems. The present NET effort was initiated in January 2016 when CSCI through Alion Science and Technology, was contracted to develop and execute training for the CAC2S Initial Operational Test and Evaluation. CSCI, as a subcontractor, has continued to update and refine the academic program in preparation for the NET evolutions required to support initial fielding of the AC2S. Development and upkeep of the AC2S NET academic package and execution of NET evolutions requires a team possessing subject matter expertise (SME) in Marine Corps and Joint aviation command and control operations and a thorough technical comprehension of the AC2S design. The CSCI NET team's extensive involvement in development of the AC2S NET program has enabled the CSCI to assemble a NET team consisting of SMEs who have attained a high-level of proficiency in AC2S operations and maintenance, and in-depth knowledge of AC2S functions and design. This contract is a follow-on contract to the prior efforts described above. Obtaining another source by full and open competition would create an unacceptable delay in fulfilling the agency's requirements that could not be recovered. If the award were made to any other source, the NET service would be delayed by approximately 12 months. Another source would have to replicate sufficient knowledge and capability, which will take a minimum of 12 months due principally to lead time necessary for the procurement and proficiency needed to execute NET evolutions. Additionally, the approved AC2S fielding schedule was developed through close coordination with the Operating Forces and is driven by the availability of the receiving units. Transition to a new NET services provider, and an associated break in services would cause unacceptable fielding delays and significant re-work of the fielding schedule. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within fifteen calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
