- In accordance with FAR and DFARS, Part 41, Naval Facilities Engineering Command Northwest intends to enter into a Utility Services Contract for Water/Sewer Service with the City of Minneapolis, MN for the provision of Water and Sewer services at 5905 34th Avenue S, Minneapolis, MN 55450 for a period of ten years. The estimated cost of the utilities over the 10-year period will be between $25k and $100k. DFARS PGI 206.302-1 requires that a Request for Information or Sources Sought notice be advertised when other than full and open competition will be sought for a procurement that uses Only One Source and no Other Supplies or Services Will Satisfy Agency Requirements as the justification. In this case the current and only provider of Water/Sewer services within the Minneapolis service area is the City of Minneapolis. This advertisement fulfills the DFARS requirement. An approved Justification and Authorization (J and A) will be published within 14 days of contract award.
