- The National Park Service, Kalaupapa National Park, located on the island of Molokai, Hawaii, has a requirement for a fuel truck supplying and delivering 5,000 gallons of Diesel Fuel, Ultra Low Sulfur. Fuel truck will be transported by a Barge (at no-cost to supplier) from Honolulu, HI to Kalaupapa, HI leaving on July 28, 2017. Deliveries will be made at two separate locations in the park and must be coordinated in accordance with the Scope of Work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is P17PS01438, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95 (effective January 19, 2017). The NAICS code is 324110 an associated small business size standard of 1,500 employees. This solicitation is 100% total small business set-aside, and will result in a firm fixed price purchase order to a single vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. The contractor who is selected for this project will provide all labor and materials necessary to complete this scope of work. Offers MUST be good for 30 calendar days after close of solicitation. The Government intends to award a single, fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price factors shall be used to evaluate offers, and are listed in order of descending importance: price, technical capability and past performance. Evaluation factors other than price, when combined, are approximately equal to price. QUOTES ARE DUE AT 5:00 P.M. HAWAII TIME (HT) ON FRIDAY, JUNE 02, 2017.
