- In accordance with FAR and DFARS, Part 41, Naval Facilities Engineering Command Northwest intends to enter into a Utility Services Contract for Electricity Service with Dakota Valley Electric Cooperative (DVEC) for the provision of electricity services at 7290 99th Ave SE LaMoure ND for a period of ten years. The estimated cost of the utilities over the 10-year period will be between $1 and $5 million. DFARS PGI 206.302-1 requires that a Request for Information or Sources Sought notice be advertised when other than full and open competition will be sought for a procurement that uses Only One Source and no Other Supplies or Services Will Satisfy Agency Requirements as the justification... In this case the current and only provider of electricity within the LaMoure service area is DVEC. This advertisement fulfills the DFARS requirement. An approved Justification and Authorization (J and A) will be published within 14 days of contract award.
