Description
The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue Request for Proposal (RFP) W15QKN-17-R-0053 for the manufacture and delivery of the FMU-153A/B Fuze. The FMU-153A/B Fuze is the United States Air Force Special Operations Command (AFSOC) special purpose fuze used in conjunction with 105mm PGU-44/B projectiles. The projectile is fired from a specially mounted 105mm Howitzer in the AC-130 Gunship. The FMU-153A/B Fuze may be set for either Point Detonating (PD) or Delay (DLY) depending on the type of target. In the PD mode the fuze may be used against soft targets or for registration on hard targets. In the DLY mode the fuze may be used against hard targets where target penetration is desired. The FMU-153A/B Fuze contains a more robust fuze body as compared to typical artillery fuzes to improve hard target penetration. The FMU-153A/B Fuze shall be manufactured, inspected, assembled, packaged and delivered in accordance with the Government Technical Data Package (TDP) and applicable contract requirements, which will be available upon solicitation release. The solicitation will be restricted to the United States and Canada under 10 USC 2304(C) (3). In addition to the FMU-153A/B Fuze, the Mk29-0 Stab Detonator; Stab Detonator Assembly; MK 8 MOD 0 Explosive Lead; Safety Device Delay Arming Assembly MK 49 MOD 1 and Delay Assembly are also restricted to the United States and Canada. The Government intends to award a single 5-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm-Fixed Price (FFP) orders. The contract will include five one-year ordering periods, for which the Government intends to procure up to approximately 145,000 Fuzes. This requirement involves technical data marked "Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only." Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement for the Government's consideration to provide the TDP. Please note this notice does not constitute a Request for Proposal (RFP). The anticipated award is scheduled for 2QFY18. It is expected that the solicitation will be posted in July 2017. Point of contact for this notification and any requests/questions may be directed to Iryna Mudra via email ONLY to: iryna.mudra.civ@mail.mil. Telephone inquiries will not be accepted.
