- This is a PDF file of the Solicitation. THIS IS A RESEARCH AND DEVELOPMENT (R&D) REQUEST FOR PROPOSAL. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) National Center for Medical Rehabilitation Research (NCMRR) plans to compete and award a contract for a Limb Loss and Registry Preservation. The NICHD is partnering with the Department of Defense (DoD) on this clinical registry for amputation. The DoD leads efforts to document the etiology, care, and follow-on needs of military members who have incurred an amputation because of traumatic injury but lacks information on those Service members who leave the military health system and seek care in the private sector. Additionally, information from the civilian sector will increase the amount and quality of data available on clinical care pathways, surgical techniques, and prosthetic components to potentially benefit Service members and their beneficiaries in the future. This collection of clinical data will require scientific expertise in limb loss and preservation to inform the data elements, data structure, data ontology, and required information that will be scientifically relevant to those in the field. It will require services to support this task to include: an information technology system that meets federal requirements, a platform for data entry and retention in secure environment, compliance with federal regulations related to research and health data, integration of data from a wide variety of clinical, federal, and industry partners, and an access portal for researchers to request and use data for scientific purposes. The registry will require experts who are familiar with the process of care in the civilian and military settings for individuals at risk for limb loss or undergoing amputation to ensure scientific questions can and will be answered with the collected data. This joint effort will require communication between the registry lead, the NICHD, and the Department of Defense. This communication is paramount and will be instantiated through a government oversight committee. The procedures governing the collection, storage, and dissemination of data, data standards, and data ontology will be the purview of the registry lead. It is the expectation of the NICHD, and the DoD, that the registry will be self-sustaining following the completion of this contract and a sustainability plan will be required of the registry. The registry will comply with applicable specifies the federal regulations and rules governing registry systems used for research purposes that will be required for the Limb Loss and Preservation Registry. All responsible Small Business sources may submit proposals. This requirement is defined as code 541712 under the North American Industry Classification System (NAICS).
