- The 341st Contracting Squadron intends to issue a solicitation for a commercial commodities contract for a Contractor Civil Engineer Supply Store (COCESS) at Malmstrom AFB, MT. The requirement will advertised unrestricted to large and small entities for a commodities indefinite delivery/indefinite quantity (IDIQ) contract on a firm fixed price basis. The number of transactions is expected to vary according to seasonal changes, funding cycles, special events, deployment cycles, market conditions, etc. The North American Industry Classification System (NAICS) Code for this solicitation is 332510, Hardware Manufacturing, and the Small Business Size Standard is 750 employees. The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to support a Contractor Operated Civil Engineer Supply Store (COCESS) located on Malmstrom AFB, MT. The contractor shall acquire, issue, deliver, and store a variety of materials, tools, equipment, parts, and supplies for construction, home repair, and facility maintenance and repair for use by authorized government personnel. OBJECTIVES: To provide a simplified method for Malmstrom Civil Engineer Squadron and affiliated base personnel, such as authorized self help customers to purchase material used in the electrical, plumbing, heating/ ventilation/air conditioning/refrigeration (HVACR), sheet metal, welding, pipe fitting, carpentry, landscaping, pavement and grounds maintenance, masonry, electronic monitoring, controls and alarms, painting and wall covering, material handling and rigging, hardware, liquid fuels maintenance, power production, water and waste water treatment and distribution, and pest control trades. These items shall be used for work orders, construction, recurring maintenance and repair. The store shall provide easy access to customers and contain a wide variety of commercial and industrial products. The store shall stock high use items per COCESS Stocked Listing (CSL) for immediate purchase. The period of performance will be one (1) 1 Year base period (1 Oct 2017 - 30 Sep 2018) plus four (4) 1-year option periods and a fifth option period of 6 months. The total contract period of performance will not exceed 5 years and 6 months. The resultant solicitation will be a competitive Request for Proposal (RFP) and a single award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. The RFP number will be FA4626-17-R-0020 and will be issued via FedBizOpps (FBO) ( www.fbo.gov ) on or about 9 Jun 2017. Paper copies of the solicitation and amendments will not be mailed. All offerors must be registered in the Systems for Award Mangement (SAM) ( www.sam.gov ) in order to be eligible for award.
