- Boiler, Chiller, and Other HVAC Renovations; Desoto NWR Visitor Center U.S. Fish & Wildlife Service, 1434 316th Lane, Missouri Valley, Iowa 51555, Harrison County PROJECT DESCRIPTION: Work consists of, but is not limited to, furnishing all labor, supervision, tools, equipment, installation, and materials, and transportation necessary to repair/replace portions of the HVAC systems that are in poor condition, in need of repair and/or have exceeded their life expectancy located in the 27,950 square-foot Desoto National Wildlife Refuge (NWR) Visitor Center, Missouri Valley, IA. The existing Desoto Visitor Center ¿s HVAC system consists of: two (2) 1,260 MBH Fire Tube, Kewannee No. 3R9F hot water, fuel oil-fired boilers; eight (8) Air Handling Units (AHUs); two (2) humidifiers that condition the museum area; two (2) 17.4 ton McQuay split system units handling the museum area; one (1) 106.3 ton chiller; six (6) return air duct fans (RFs); seven (7) exhaust fans (EFs); and other appurtenant equipment. The controls system was updated in the 2007. The fuel oil boilers are to be replaced with high efficiency condensing propane boilers. The McQuay split system chiller is to be replaced. The work shall include replacement of AHUs, electric duct heaters, RFs, EFs, two (2) Cabinet Unit Heaters and a Unit Heater. Controls upgrade to the existing BAS will be made for control of the new equipment. ESTIMATED MAGNITUDE: The estimated magnitude of this requirement in terms of physical characteristics and estimated price range is between $500,000.00 and $1,000,000.00. A firm-fixed price contract is contemplated. SOCIOECONOMIC PROGRAMS: This procurement is issued as a set-aside exclusively for small business concerns. For information purposes, the North American Industry Classification Code (NAICS) is 238220, Plumbing, Heating, and Air Conditioning Contractors, with a size standard of $15 Million. The solicitation package will be available at www.FBO.gov and www.FedConnect.net on or about June 6, 2017, with a Bid Opening occurring on or about July 6, 2017. No telephone requests for the solicitation can be accepted. This solicitation will NOT be available in hard copy. The solicitation package will include the following: An itemized Bid Schedule, Specifications, Drawings, Prevailing Wage Determination, Preconstruction Safety Checklist, and Bid Bond Form. Please ensure you have a complete downloaded solicitation package before submitting your Bid. It is the contractor's responsibility to ensure that they receive all appropriate solicitation documents to submit a competitive Bid. Contractors MUST be registered as "Active" in the System for Award Management (SAM) at www.sam.gov to include Online Representations and Certifications at the time of Bid Opening to be eligible for this award.
